THE CLUB

After several informal meetings, the Club was formed at a public meeting at the Junction Hotel, Andover. Mr. Dradge of the Amesbury C.C. presided.

Of those present at the Meeting, the following at once became members: Messrs. H. Allen, L. Ashfield,

W. Andrews, L. Cosham, G. Crouch, T. Eyles, A. Harris,  W. Hayes,  N. Jerome,  G. Knight, D. Marsh, C. May, L. Poore.

Les Poore (left), one of the founding members of Andover Wheelers in 1933. Les won several Andover Wheelers medals before serving in the RAF during the war. Sadly Les died of polio in 1947. Les held the Andover - Bournemouth return and the Andover - Portsmouth return records during 1935.

Mr. A. Harris was elected Honorary Secretary and Mr. W. Hayes, Captain. Both of these officers worked hard to make the Club a success and the membership soon increased to 25.

From the first the Club maintained a fine programme of weekly runs and, with the exception of the war years, 1939 - 1945, has faithfully pursued this policy.

In 1934 the Club affiliated to the National Cyclist’s Union and has remained a member ever since.

In 1935 the Club became adherent to the W.C.R.R.A., resigned in 1940 but rejoined in 1950.

When the Road Time Trials Council was established in 1938, the Club immediately joined.

The Club was also a member of the S.R.R.A. during the years 1948 and 1949.

The first President was Dr. L. Farr, who remained in office until the year 1941. The Presidency remained vacant until 1947 when Mr. M. F. Draper was elected.

Vice-Presidents holding office in past years were: Mr. W.J. Armstead, Mr. J. Corbett, Mr. J. Culling, Mr. W. Randall, Mr. Rich and Mr. F. L. Shrimpton. Past Chairmen: Mr. A. Ashfield, Mr. J. Corbett, Mr. W. Hayes.

During the greater part of the first score years, the affairs of the Club were ably administered by one Honary Secretary, Mr. A. Harris, and its continued success has been in no small measure due to the solid foundations on which he built.

When the war, 1939 - 45, temporarily suspended activities, Mr. W. Hayes took over all duties and maintained the continuity of the Club.

The Record Tables, etc., give particulars of the past and present holders of Club Records and winners of awards in open events.

RULES

TITLE AND OBJECT

1. The Club shall be called the “Andover Wheelers” and its object shall be the encouragement of organised cycling and competitions.

MEMBERSHIP

2. (a) Any Lady or Gentleman desirous of becoming a member of the Club shall be proposed and seconded by members of the Club, such applications to be approved by the Committee.

(b) The Entrance Fee shall be 1/6 and the Annual Subscription 4/-, payable upon election to the Club and subsequently upon the first day of January, in advance, for the ensuing year. Members joining during the last four months of the year shall not be required to pay a further subscription in respect of the ensuing year.

(c) Only members who have paid the Annual Subscription may take part in any Club Competition.

BADGE

3. The Club Badge is loaded to member and should be returned in the event of discontinuation of mmbership.

GOVERNMENT

4. (a) The Club shall be governed by a Committee consisting of the following Officers of the Club: The Chairman, Honorary Treasurer, Honorary Secretary, Honorary Racing Secretary, Captain and other Members, all of whom shall be elected at the Annual General Meeting. Five shall form a quorum for the transaction of business.

(b) The Committee shall meet at least monthly. Notice of such meetings will be given by the Honorary Secretary.

ANNUAL GENERAL MEETING

5. The Annual General Meeting shall be held in December and the Financial Year end on 30th November. The terms of all resolutions to be moved at the Meeting shall be submitted the the Honorary Secretary ten days prior to the Meeting.

The Honorary Secretary shall prepare a report of the year’s progress and the Honorary Treasurer shall prepare a financial statement for the year ending 30th November each year.

SPECIAL GENERAL MEETING

6. A Special General Meeting may be convened by a majority vote of the Committee, or on the written and signed requisition of not less than six members of the Club, such requisition to state the business to be transacted at the Meeting.

CONDUCT OF MEMBERS

7. The Captain, or in his absence, the Vice-Captain, shall have full control of the Club runs and members must abide by their decisions. Any member who, in the considered opinion of the Committee, is proved guilty of misconduct shall be dealt with be the Committee, in whom shall be vested full power to expel, suspend, or take such action as may be considered necessary.

AFFILIATION

8. The Club shall be annually affiliate members to the National Cyclist’s Union (to Cyclist Touring Club members and those otherwise insured against Third Party risks, this is optional)

FIRST CLAIM MEMBERS

9. No First Claim member of the Club may compete in open events in the name of another Club without the written consent of the Committee (a First Claim member is one who, at the time of his election, was a member of no other club - the Cyclists’ Touring Club excepted - or who has since the date of his election, resigned membership of the Club of which he was a member when elected).

OPEN EVENTS

10. Any member desiring to compete in open events shall obtain the necessary forms from the Honorary Racing Secretary and shall inform him of their performances in such events.

CLUB EVENTS

11. All events promoted by the Club shall be conducted in accordance with R>T>T>C> Rules. Entry fees shall be paid to an appointed official prior to the commencement of the event, and no member shall be permitted to ride in any event should a fee for a previous event be outstanding.

No member shall be awarded more than one prize in a Club Event, but this rule shall not be operative in the case of open events promoted by the Club.

CLUB TROPHIES

12. All Club Trophies shall be Perpetual (except at Donor’s wish), and shall be competed for annually in agreed events. Members holding Club Trophies shall be responsible for their safe custody and they must be returned in good condition upon demand, or at least one month before the Annual Prize Distribution. Club Trophies shall only be held by First Claim Members.

The Aggregate Challenge Cup shall be awarded to the member who gains the highest number of points for club events during the year:

CHAMPIONSHIP CUP

Shall be awarded annually to the rider of a single bicycle with the highest average speed calculated from his performance at distances of 25, 50, 100 miles and 12 hours in time trials on approved courses.

In order to qualify for this award, members shall have started in all Club Events held during the year with the exception of Restricted Gear events and Hill Climbs, or be able to provide an explanation which satisfies the Committee who shall be empowered to use its discretion in this matter 

LADIES CHAMPIONSHIP SHIELD

Shall be awarded annually to the rider of a single bicycle with the highest average speed calculated from his performance at distances of 10, 25, and 30 miles in time trials on approved courses.

Qualification shall be stated under the “Championship Cup”.

KITCHEN CUP

Shall be awarded annually to the member who records the fastest ride in the Club 50 miles time trial.

CLUB ATTENDANCE CUP

Shall be awarded annually to the member who obtains the greatest number of points for attendance at Club runs and other duties. Points shall be awarded as follows:

ANDOVER - BOURNEMOUTH - ANDOVER RECORD SHIELD

Shall be awarded annually for the best ride, on a single bicycle, beating the Time Standard. Andover (General Post Office) to Bournemouth (Winton Post Office) and back, or vice-versa.

Time Standard - 4 hrs. 29 min.

ANDOVER - PORTSMOUTH - ANDOVER RECORD SHIELD

Shall be awarded annually for the best ride, on a single bicycle, beating the Time Standard. Andover (General Post Office) to Portsmouth (General Post Office) and back, or vice-versa.

Time Standard - 4 hrs. 3 min.

DRAPER CUP

Shall be awarded to the team of three riders with the lowest aggregate time in the Annual Inter-Club 25 mile time trial between the Andover Wheelers, Salisbury Road Club and King Alfred Wheelers.

The event to be promoted by each of these Clubs in rotation.

HAYES-COLE SHIELD

Shall be awarded annually to the member of the Andover Wheelers who records the fastest ride in the Inter-Club 25-mile time trial.

WESSEX CUP

Shall be awarded annually to the Handicap Winner in the Club Handicap 25 mile time trial.

100 MILE TROPHY

Shall be awarded annually to the member who records the fastest ride in the Club 100 miles time trial.

CLUB RECORDS

13. (a) The “best ever” performances on single bicycle, tandem bicycle or tricycle at distances of 25, 30, 50, 100 miles, 12 and 24 hours, on approved courses by members riding in the name of the Club, shall be recognised as the Club Competition Record for the particular distances. The ride must be formally approved by the committee.

Club records are those ridden on the Club’s own courses, and not in competition.

(b) i. The “best ever” ride on a single bicycle, Andover (G.P.O.) to Bournemouth (Winton P.O.) and back or vice-versa.

ii. The “best ever” ride on a single bicycle, Andover (G.P.O.) to Portsmouth (G.P.O.) and back or vice-versa.

iii.. The “best ever” ride on a single bicycle by a lady member , Andover (G.P.O.) to Devizes (Market Cross) and back or vice-versa.

These place-to-place records can only be held by First Claim members of the Club and must be formally approved by the committee.

A written claim, accompanied by the necessary checks, must be forwarded to the Hon. Racing Secretary within fourteen days of the ride. The Hon. Racing Secretary shall submit these claims to the Committee.

With regard to following any attempt, whether by motor or otherwise, the rules of the Road Records Association must be strictly followed.

Written notice of such rides, accompanied by a fee of 1/6, copy of schedule and Timekeeper's name, must be sent to the Hon. Racing Secretary at least a full week before the attempt, and the means of timing must be approved by him.

An extra fifty per cent will be added to the Fee for each record attempt after the first in any one year. All records up to 100 miles to be "out" and "home". A certificate shall be awarded all rides recognised by the Committee as Club records.

The committee shall have power to deal with any questions arising from these Rules, and to decide all matters not dealt with in the Rules

ALTERATION OF RULES

14. No alteration of these rules shall be made unless carried by two-thirds majority of those present and voting at a General Meeting but the interpretation of the Committee upon all matters arising from these Rules or not provided herein shall be final.
